The 1st Season was released on DVD with all 16 episodes as 'Scooby-Doo and Scrappy-Doo: The Complete Season 1' in 2015.  The 2nd Season's first 7 episodes were released on DVD in 2008 along with the first 7 episodes of Richie Rich as 'The Richie Rich/Scooby-Doo Show, Volume One.'
